Part of that acceleration is Italy by elimination. Portugal closed its real estate route and now requires a 500,000 euro fund commitment. Spain shut its Golden Visa down entirely in April 2025. Greece restructured into a three-zone system with thresholds up to 800,000 euros. Malta’s citizenship-by-investment program was effectively struck down by the European Court of Justice.

Italy did none of that. The 250,000 euro startup threshold introduced in 2017 is still the entry point in 2026, and the program has no processing backlog. Investors from the US, Canada, the UK and Turkey account for most of the demand, and most of them choose one of two routes.

The Italy Golden Visa rests on Italian law, which sets four qualifying categories: an innovative startup, an established company, a philanthropic donation, or government bonds. In practice, two of them cover the large majority of applications.

Route A: 250,000 euros in an innovative startup. This is the lowest entry point in the EU for a program of this kind. The startup must be registered under Italy’s innovative startup framework, and the investment cannot be split across multiple entities or combined with another category.

Route B: 500,000 euros in an established Italian company. This route suits investors who want equity exposure to a functioning business rather than early-stage risk. It carries the same procedural steps as Route A, just at double the capital.

Both routes follow the same sequence, and this is where Italy separates itself from most competitors: the Nulla Osta, or pre-approval, comes before any money moves. Processing typically takes 25 to 35 days. Only after approval does the investor commit capital. There is no upfront financial exposure while an application sits in review.

The full path from application to residence permit runs 3 to 4 months. There is no minimum physical presence required to keep the visa active, and spouses, minor children, and dependent parents can be included at no additional investment. The visa is issued for two years and renews for three-year periods as long as the investment is maintained.

Italy Flat Tax: What 300,000 Per Year Buys You

From January 2026, Italy’s substitute tax regime for new residents covers foreign-sourced income for 300,000 euros a year, up from 200,000 the year before and 100,000 when the regime first launched. Family members can be added for 50,000 euros each.

What that number actually buys: a flat, predictable annual charge on worldwide income earned outside Italy, in place of ordinary progressive taxation, for up to 15 years.
